RWC “Bifurkacioni” unlawfully recruits staff

INPO expresses deep concern about the selection of senior staff in Ferizaj Municipality Public Enterprises, which continue to be in service to certain groups and contrary to the law.

The Regional Water Company “Bifurkacioni” in Ferizaj based on its latest open call, dated 04.07.2017 for recruiting the position “Internal Audit Officer” has selected a candidate who did not meet the criteria for admission according to the criteria of the open call.

To complete this position, candidates were required to meet the following criteria: (i) the Faculty of Economics, (ii) at least 3 years of financial management experience, (iii) being a licensed auditor or certified accountant, (iv) working under pressure, (v) good knowledge of computer work. However, the selection committee has selected the position of the internal auditor in the RWC “Bifurkacioni” to be exercised by the candidate, which is neither a certified accountant nor a licensed auditor, thereby unjustly excluding the other candidate, who had fulfilled all the conditions under the open call.

That there has been a legal and procedural violation during the selection process, is also proven by the Labor Inspectorate, which brings a ruling that violations have been made of the Law on Labor and the Law on Public Enterprises, which states that for this position the employee should be an expert Certified in Accounting.

Earlier on, INPO also reacted to the legal and procedural violations that have been made in the process of selecting management staff at the public enterprise “Ambienti” and has requested the stop of these practices that contribute to the development of corruption and the increase of risk engaging non-meritorious persons in certain positions.

In spite of this, this negative practice is continuing, which has reduced citizens’ confidence that the selection of the employee is done in merit.

INPO requests from the Board of Directors of the RWC “Bifurkacioni” to exercise the powers regulated by law and to take the necessary actions to implement the decision of the Labor Inspectorate. INPO also invites all responsible institutions including the Shareholders’ Committee to undertake appropriate actions to re-evaluate the recruitment process and to guarantee professional quality in providing services to the enterprise and citizens of Ferizaj.
